Paulette Van Roekens was born in France in 1895. She attended both the Pennsylvania Academy of the Fine Arts and the Moore Institute (now Moore College of Art & Design). She is best known for her colorful depictions of circus scenes, merry-go-rounds, beaches and outdoor parties. She married the Pennsylvania Impressionist, Arthur Meltzer, in the late 1920s and they remained married for the rest of their lives.
